Social Insurance and Health Insurance Development Goals to 2030
Deputy Prime Minister Le Minh Khai has just signed Decision No. 38/QD-TTg approving the Strategy for the Development of Vietnam's Social Insurance Sector to 2030. Accordingly, the overall goal of the Strategy is to develop Vietnam's social insurance sector in a professional, modern, effective and efficient manner, in order to effectively implement social insurance, unemployment insurance and health insurance policies and regimes. From there, gradually and sustainably expand the coverage of social insurance and health insurance, towards the goal of universal social insurance and health insurance.
1. Effectively implementing social insurance, unemployment insurance and health insurance policies is the task of the entire political system
Decision No. 38/QD-TTg clearly states that social insurance and health insurance are two important social policies, the main pillars of the social security system, contributing to the implementation of social progress and justice, ensuring political-social stability, people's lives, and sustainable development of the country.
Along with that, developing the Vietnamese social insurance industry in line with the orientation of developing a flexible, diverse, multi-layered, modern, internationally integrated social insurance policy system; aiming at universal health insurance coverage according to a roadmap suitable to socio-economic development conditions; harmoniously combining the principles of contribution-benefit; fairness, publicity, transparency; sharing and sustainability.
Effectively implementing social insurance, unemployment insurance and health insurance policies is the task of the entire political system, the responsibility of Party committees at all levels, the government, the Vietnam Fatherland Front, socio-political organizations, enterprises and each citizen.
New strategy aims to expand social insurance coverage
2. Strive to have about 60% of the working-age workforce participating in social insurance by 2030
- 60% of the working-age workforce participating in social insurance and 45% of the working-age workforce participating in unemployment insurance.
- 60% of people over retirement age receive monthly pensions, social insurance and social retirement benefits.
- Over 95% of the population participates in health insurance.
- Over 95% of people using primary care services at grassroots health facilities are covered by health insurance.
3. Detailed solutions:
- Focus on developing a flexible, diverse, multi-layered, modern, internationally integrated social insurance system that covers the entire workforce; continue to reform and expand the social insurance system, create opportunities for participation and ensure legitimate rights for workers.
- Implement compulsory social insurance for workers and members of collective economic organizations working under contracts, receiving salaries and wages in accordance with the law.
- Innovate voluntary social insurance policies, with support policies from the state budget for farmers, the poor, low-income people, and workers in the informal sector to participate.
- Continue to expand and improve the quality of universal health insurance; diversify health insurance service packages to contribute to people's health care, reduce the costs people pay directly for health services.
- Improve the effectiveness and efficiency of implementing social insurance, unemployment insurance, and health insurance policies; issue indicators to assess the satisfaction level of participants; safely and effectively manage the Social Insurance Fund and Health Insurance Fund.
- Amend the one-time social insurance policy to suit reality, linked to social security. Unemployment insurance policies must support businesses in improving vocational skills for workers to maintain sustainable employment; proactively prevent and reduce unemployment; Improve the effectiveness of consulting, job referrals, and career transition training for unemployed workers.

4. Promote digital transformation, improve efficiency and effectiveness of operations with specific targets
- 100% of full-process online public services are provided on various access devices, including mobile devices;
- 95% of work records of the Vietnam Social Security sector are processed online (except for work records within the scope of state secrets).
- 100% of social insurance and health insurance participants have electronic transaction accounts, have installed the VssID-Social Insurance digital application, can monitor the payment and enjoyment of social insurance, unemployment insurance, and health insurance regimes, look up information, and perform online public services.
- 100% of people participating in health insurance have been issued with ID cards that can be used instead of health insurance cards when going to medical examination and treatment.
- 100% of the information systems of Vietnam Social Security related to people, organizations, and enterprises are restructured and applied with modern technology, put into operation, and exploited to be connected and communicated through integrated platforms and data sharing;
- 100% of the work records of the Vietnam Social Security sector are processed in the network environment (except for work records within the scope of state secrets).
