JOB DESCRIPTION:
The Site Contract Manager (Civil Works Construction and Installation Project) is responsible for the administration and management of all contractual matters related to the execution of civil works, construction, installation, testing, and commissioning activities at site. The role ensures that contractual rights and obligations are properly managed, project risks are identified and mitigated, contractor performance is monitored against contractual requirements, and all changes, claims, and disputes are effectively administered throughout the project lifecycle.
The Site Contract Manager acts as the primary contractual interface between the Project Team, Contractors, and other stakeholders, supporting successful project delivery while protecting the Company's commercial and contractual interests
Contract Administration
- Administer construction and installation contracts during project execution.
- Ensure compliance with contractual obligations by all parties.
- Provide contractual advice and guidance to the Site Manager, Project Director, Engineering, Procurement, Construction, and Commissioning teams.
- Maintain a comprehensive understanding of contract requirements, including scope of work, technical specifications, milestones, payment provisions, change procedures, and risk allocation mechanisms.
- Ensure contractual correspondence is issued and managed in accordance with contract requirements.
- Maintain contract records and document management systems to support contract administration and dispute avoidance
Monitoring Contractor Deliverables and Performance
- Monitor contractor compliance with contractual deliverables, including:
+ Design submissions (where applicable).
+ Construction schedules and progress reports.
+ Method statements and work procedures.
+ Quality documentation and inspection records.
+ HSE documentation and compliance requirements.
+ Testing and commissioning documentation.
+ As-built documentation and close-out deliverables.
- Verify that deliverables are submitted in accordance with contractual deadlines and quality requirements.
- Track contractual milestones and key performance indicators.
- Identify delays, deficiencies, non-conformities, and potential breaches of contract.
- Coordinate with project controls and site management teams to assess impacts of contractor performance on project objectives.
- Prepare contractual assessments regarding entitlement to extensions of time, milestone achievement, and contractual remedies.
Change Management
- Establish and maintain the project change management process in accordance with contractual requirements.
- Review and assess contractor notifications of changes, variations, and potential compensation events.
- Ensure timely identification, documentation, evaluation, and approval of changes.
- Coordinate technical, schedule, and commercial evaluations of proposed variations.
- Support the preparation and negotiation of variation orders and contract amendments.
- Maintain a comprehensive change register tracking status, value, schedule impacts, and approvals.
- Ensure changes are properly authorized before implementation whenever contractually required.
- Monitor cumulative impacts of changes on project budget, schedule, and risk profile.
Claims Management
- Implement and maintain a structured claims management process.
- Review contractor notices of claims for compliance with contractual requirements, including notification periods and substantiation obligations.
- Analyze entitlement, causation, and quantum associated with contractor claims.
- Support project teams in preparing responses to contractor claims and preserving contractual rights.
- Develop and maintain contemporaneous records supporting claim evaluation and defense.
- Prepare contractual analyses regarding:
+ Extension of Time (EOT) claims.
+ Delay and disruption claims.
+ Acceleration claims.
+ Additional cost claims.
+ Productivity and inefficiency claims.
+ Differing site condition claims.
- Coordinate with planning, cost control, engineering, and site teams to establish factual and contractual positions.
- Lead or support claim negotiations aimed at achieving commercially acceptable settlements.
Risk Management and Dispute Avoidance
- Identify contractual and commercial risks arising during project execution.
- Advise project management on risk mitigation strategies.
- Monitor emerging issues that could lead to claims or disputes.
- Facilitate early resolution of contractual disagreements through proactive engagement with contractors.
- Maintain issue and dispute registers.
- Support escalation and dispute resolution processes under the contract, including adjudication, dispute boards, mediation, arbitration, or litigation when required.
Commercial and Financial Management
- Support verification of payment applications and contractor valuations.
- Review contractual entitlement associated with payment requests.
- Assess financial impacts of variations, claims, and settlement proposals.
- Monitor contractor compliance with guarantees, insurances, bonds, and other contractual securities.
- Contribute to project cost forecasting related to contractual risks and opportunities.
Reporting and Stakeholder Management
- Prepare regular contract management reports covering:
+ Contractor performance.
+ Deliverable status.
+ Change orders.
+ Claims and disputes.
+ Contractual risks and opportunities.
+ Key correspondence and notices.
- Present contractual assessments and recommendations to project leadership.
- Act as the primary contractual focal point between site teams, contractors, corporate contract management, legal counsel, and external stakeholders
JOB REQUIREMENTS:
- Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Law, or a related discipline.
- Minimum 5 years of experience in contract management on major construction, infrastructure, energy, industrial, or EPC projects.
- Demonstrated experience administering construction contracts under FIDIC, NEC, EPC, EPCM, or similar forms of contract.
- Strong experience in change management, claims management, and dispute avoidance.
- Experience working in multidisciplinary site environments during construction and installation phases.
- Strong understanding of project controls, scheduling, cost management, and construction methodologies.
